Slogan text is held within an envelope outline. Via the Postmark Society Catalogue of Slogan Postmarks of the UK vol. 3, this is given the number (General Slogan; GS) 3607 and was the second use of a stadard “Return to Sender?” slogan - type 2400. Officially used from the 17th of September 1984 to the 22nd December 1984, it’s use continued on for some time afterwards. It’s last know use came in December 1985 at Cardiff.
